The "POLITY" Foundation: Political Consulting and Research Services.

The POLITY Foundation is a non-governmental, non-commercial research and political consulting organisation founded in 1993.

The Foundation was established to unite and co-ordinate the work of politicians, academics and businessmen in assisting the process of political and economic reforms in Russia, creation of a civil society and a law-based state.

The priority areas of the Foundation’s activities are:

fundamental and applied research on foreign and domestic affairs;
policy recommendations to executive and legislative bodies at all levels;
political consulting in election campaigns at federal and regional levels;
expertise of the bills, normative and other documents for the Presidential Administration, Federal and regional legislative bodies and other government institutions;
consultative, information and management services;
PR projects for public, political and commercial organisations and institutions.

Since June 1993 the Foundation has sponsored the "Club-93", which brings together leading politicians, entrepreneurs, media figures and political analysts. The Foundation and the "Club-93" meet on a monthly basis to discuss the most urgent topics of political and socio-economic developments in Russia.
The POLITY Foundation is a founding member of the Russian Public Policy Centre (together with the Presidential Administration, the Moscow City Administration and other organisations), the "Nike" Political Consultants Agency, the Centre of Political Technologies, the “Information for Democracy” Foundation, and the Association of Political Consultancies.

Personnel
The POLITY Foundation is staffed by highly qualified specialists - mostly graduates of Moscow State University with doctoral degrees - all of whom have extensive academic, journalistic, teaching and practical experience. The Foundation also brings together leading specialists to fulfil the specific projects.
The President of the POLITY Foundation and Club-93 is Dr. Vyacheslav A. Nikonov.

Participation in federal, regional and international programs
The POLITY Foundation has on-going contracts with the Presidential Administration, the Federation Council, the State Duma, various Ministries and Departments of the Government. The Foundation's personnel were the core of the analytical department of the Public Movement to Support the President (1996 Boris Yeltsin re-election campaign headquarters). During the recent regional elections the Foundation provided consultancy to several federal governors, mayors and members of the State Duma.

The Foundation collaborates closely with the leading Russian research and higher education institutions - the Russian Academy of Sciences and the Moscow State University, as well as with independent research centres (the Council on Foreign and Defence Policy, the Public Opinion Foundation, the Russian Centre of the Public Opinion Studies, the "Vox Populi" Public Opinion Research Service), to mention just few.

The Foundation co-operates with leading media organisations - the national and regional press, radio and television, and biggest information agencies. We interact with the Russian business organisations - Menatep, Alpha-Capital, Inkombank, MosExpo, Most-Bank, Nipek, Renessanse Capital and others. The Foundation was involved in establishing the Oil Industrialists Union and the Fuel-Energy Council for Information and Co-ordination.

The Foundation is involved in multinational projects in collaboration with international organisations and corporations (including the World Bank, the North Atlantic Assembly, the Aspen International Institute, the Carnegie Endowment, the Heritage Foundation, Hogan and Hartson, Converti, Solomon Brothers), research institutions in the USA, Britain, Germany, Sweden and Japan (New York State University, California Institute of Technology, the Commonwealth University, Colorado State University and others), and has on-going contacts with Moscow representatives of leading western press and information agencies and the Embassies.
