Profile Dr. Vyacheslav Nikonov is the President of the "Polity" Foundation since May 1993. Born in 1956, Vyacheslav Nikonov has a M.A. in History (1978) and a Ph.D. in History (1982) in history in Moscow State University. He began his researcher's career in 1978, in the same University. Between 1988 and 1991, he was speechwriter then head of sector CPSU Central Committee, before integrating the Office of the President of the USSR as member of staff then as assistant to the Chief of Staff (1991 - 1992). In 1992, he was a professor of Political science at the California Institute of Technology (USA). Then he returns to Russia where he was senior fellow in the "Reforma" Foundation from 1992 till 1994. Between 1994 and 1996 he a member of the State Duma and chairman of the Subcommittee for International Security and Arms Control, then in 1996 he is deputy Chairman All-Russian Public Movement to Support the President (Yeltsin's re-election committee). He is the author of "A Code to politics" (2006), "Molotov" (2005), "Contemporary Russian Politics", ed. (2005), "Contemporary Russian Politics", ed.
